The viciousness of the Tamil Nadu quota beneficiaries
The Commission for Economically Backward Classes (headed by Retd Major Gen S.R.Sinho) has been touring various states of India to get feedback on the measure to be taken for the socio-economic advancement of the poor Ordinary Class Hindus not belonging to the “weak, backward and marginalized¶ reserved classes. While most states have expressed some sort of willingness to help the excluded poor Hindus (what is preventing them so far is not known!), as was expected the quota extremists of Tamil Nadu after arrogating for over a hundred years, a near 100% of the jobs/educational/ scholarships under the state, have shown the temerity to question the very need for constituting the Commission.
Typically, while the quota supremacist working under the garb of Social Justice Forum (as if social justice is also 100% reserved) have openly opposed the intended effort of the Government of India to build an inclusive society and it seems, the needy persons, i.e the poor non-reserved Hindus have been prevented from meeting the Commission members.
This latest incident confirms what YFE and the hapless Brahmins of TN have long been claiming – that in TN, reservation is not a tool of social justice for the advancement of the “disadvantaged¶, but it has become an instrument to promote untouchability, social exclusion and abrogation of the citizenship of Tamil Brahmins. This programme is now being extended to the other parts of the country as well.
This latest fang-bearing by the casteist groups masquerading for a century as Social Justice providers must open the eyes, at least of the non-quota politicians, of the existence of serious threat to the very right to live of the non-quota class Hindus, not just in TN, but in rest of the country as well.
Highlights of the Commission’s visit to TN and Pondicherry
- The poor of the non-reserved category (for whom the commission was constituted) were not allowed to present their petition to the commission.
It is possible that the poor non-quota Hindus were not aware of the Commission’s visit to the these states since the Commission from the day of its formation is functioning secretively and not announcing its programmes. - Supremacist quota groups enjoying 100% reservation in jobs/education have opposed the grant of any help to the poor of the non-quota groups.
- These casteist groups masquerading as social justice providers and enjoying absolute power for the past 100 years have refused to accept the citizenship of the non-quota groups.
- The Commission is also seeking views of only the States, which run by politicians are openly hostile to any effort to help the non-quota class poor Hindus.
“Puducherry considering welfare measures for economically backward¶

PUDUCHERRY: The Puducherry government was in favor of welfare measures for the economically backward classes but would arrive at a decision after convening a Cabinet meeting, the Chairman of National Commission for Economically Backward Classes, Ministry of Social Justice and Empowerment, S.R. Sinho, said on Saturday.
Talking to reporters after a meeting with NGOs, he said the Puducherry government was concerned about the economically backward. “The Chief Minister will hold a Cabinet meeting and send the recommendations to the Commission. The government has already adopted a number of welfare schemes for the people and is doing very well, especially in education,¶ he said.
Elaborating the functions of the Commission, he said it would study the status of classes not covered by the existing reservation policy.
“We need to consult the State governments on who should be identified as economically backward in the general section. We need to set the criteria for identification of economically backward classes, to recommend quantum of reservation in education and government employment, adoption of welfare measures and look into the constitutional legalities which may arise,¶ Mr. Sinho said.
Already, the Commission had visited 12 States, including Rajasthan, Haryana, Uttar Pradesh, Bihar, Maharashtra and Goa. “Most of the States have conceptually agreed that there have to be some welfare measures for people who are economically backward,¶ he said.
“Tamil Nadu was not in favor of any reservation as 69 per cent reservation was already in place.
The reservation in States should not exceed 50 per cent and a petition in this regard is pending before the Supreme Court. If it is in favor of Tamil Nadu, then the 69 per cent reservation can continue, or else the State has to go back to 50 per cent,¶ he added.
Meanwhile, Kerala had categorically said no to reservation, especially in service, and preferred only welfare measures.
Both Rajasthan and Madhya Pradesh had recommended 14 per cent reservation for this category, he said. The Commission would submit its report in the middle of next year, Mr. Sinho said, adding that they had met the Lieutenant Governor, Chief Minister, officiating Chief Secretary and members of NGOs here. After Puducherry, the Commission would visit Karnataka, Madhya Pradesh, Andhra Pradesh and Gujarat.
In a memorandum submitted to the Commission, the Struggle Committee for Social Justice said the idea of economically backward class was not required and requirements, demands of the classes could be met by introducing new schemes catering to their needs. Similarly, the Social Justice Forum opposed the formation of the Commission and said that the economic criteria prescribed for identifying creamy layer in OBC should be followed for open general category only.

The Left Front government does not feel the need for a survey by the National Commission for Economically Backward Classes (EBCC).
The Commission is currently preparing a report on the condition of the economically backward classes, which have not been covered by the existing reservation policy. The report will be submitted to the Centre.
Justifying the state government’s decision, Backward Classes Development Minister Jogesh Chandra Burman said all the 65 backward communities in West Bengal have been included in the OBC category. ¶In my knowledge there is no other community left. So, there is no reason for the survey,¶ said Burman.
Recently, a three-member team of the EBCC led by its Chairman Maj Gen (Retd) S R Sinho met Chief Minister Buddhadeb Bhattacharjee to assess the situation in the state with regard to the commission’s terms of reference.
Top officials of the department were also present at the meeting which was attended by commission’s member secretary Mahendra Singh and another member Narendra Kumar .
¶In the meeting, our officers clearly stated that there might be people who are economically backward in all the communities but economically backward communities are enlisted in the OBC list,¶ said Burman. The commission was set up by the Centre to study the status of the classes, which are not covered by the existing reservation policy and suggest criteria for the identification of economically backward classes and quantum of reservation for such classes on the basis of their economic backwardness.

DMK ‘no’ to economic quotas

Chennai Aug. 20: The ruling DMK has opposed the quota for economically backward classes who are not covered in the existing reservation policy, in education and employment opportunities while most other states have favoured the proposal. “The government does not want reservation on the basis of economic backwardness in education and employment opportunities,¶ Major General S. R. Sinho, chairman of National Commission for Economic Backward Classes told reporters after holding a public hearing at the Chennai district collectorate on Wednesday.
“Out of the 12 states we have visited, all are in favour of reservation as well as welfare measures for the economically backward. Except for the Kerala, which is only in favour of welfare measures,¶ the chairman said. He also added that the commission would also suggest the necessary constitutional legal and administrative modalities, which were required to implement the recommendation. Mr Sinho said that the commission would visit all the states and submit its recommendation to the Prime Minister Manmohan Singh on July 2009. “The commission will suggest criteria for identification for economically backward classes and quantum of reservation for such classes on the basis of their economic backwardness,¶ he added.
However, N.
