No clear direction on OBC quota from HRD Ministry

In haste to implement OBC quota, the HRD ministry has even failed to instruct the concerned institutions in a proper manner. See the response to our RTI application:

Dear Ms Gaur,
This has reference to your RTI application dated May 2, 2008 requesting for details of OBC candidates selected for admission to the Post Graduate Programme in Management (Batch 2008-2010) as per the OBC reservation.
We would like to inform that the admission process with regard to OBC applicants has not been completed. Also, we are awaiting clear directives from the Ministry of HRD, Govt. of India in this regard. We will send you the information that you have sought as soon as the OBC admissions are finalized.
